Andrii Pidhainyi has more than 25 years of experience in the legal field. In 1994, he began his legal career in the State Property Fund of Ukraine, an executive body responsible for privatization, lease and management of state assets. Since 1997, he headed the Fund's Legal Department. He was directly involved in drafting regulations on privatization, management and lease. He took an active part in implementing the case-by-case privatization concept in Ukraine, with the involvement of external advisers. In 2005 he left the state office and co-founded a law firm.
Prior to joining Arzinger, Andrii was Managing Partner of AGRECA, a narrowly specialized transport and infrastructure law firm, for more than 16 years. The firm's legal expertise covered the full range of transactions related to state property.
Andrii specializes on supporting privatization cases as well as PPP/concession projects. He has been repeatedly involved as a local expert in the implementation of PPP/concession projects supported by the World Bank Group. Andrii also has experience in preparing unsolicited proposals for PPP projects in the port sector.
Within GR, Andrii was involved in drafting and supporting the Law of Ukraine "On Seaports of Ukraine", and, after its entry into force, in taking measures to implement the port reform: development of bylaws, reorganization of seaport state enterprises, establishment of the Seaports Administration of Ukraine.
