Ministry of Justice of Ukraine
During his tenure as Deputy Minister of Justice of Ukraine for the Enforcement service, Sergii Shkliar participated in the preparation of more than 50 different draft laws that were subsequently adopted by the Verkhovna Rada of Ukraine (including the Laws of Ukraine "On the Judiciary and the Status of Judges", "On the High Council of Justice", amendments to procedural legislation and legislation on the enforcement of court decisions).
Judicial Reform Council under the President of Ukraine
More than 200 meetings were organized in government and parliamentary committees, which, among other things, defined the roadmap for judicial reform and key aspects of updating the legislation in the field of justice. As a result, the enforcement service was reformed (in particular, the institute of private enforcement officers was introduced, which allowed for a qualitative addition to the system of enforcement of court decisions).
Supervisory Board for implementing the Law of Ukraine “On Financial Restructuring”
Sergii Shkliar participated in the development of the draft law “On Financial Restructuring”. After the law was adopted, he coordinated the organization and implementation of the financial restructuring procedure as the Chairman of the Supervisory Board for implementing the Law of Ukraine “On Financial Restructuring”, which resulted in the first 63 restructuring operations in the amount of UAH 82.3 billion from March 2017 to October 2022.
Managing a large GR project aimed at minimizing the risks of implementing new legislation (due to inherent corruption risks), which, in the context of a full-scale war, could have led to withdrawal of up to 2/3 of the products of international pharmaceutical companies from the Ukrainian market.
Development of a concept (roadmap) and draft law to ensure the establishment and effective functioning of a centralized procurement organization that carries out procurement in the healthcare sector, including corporate, labor and anti-corruption aspects of the enterprise, as well as providing GR support at all stages of the law adoption (with funding from an international non-profit organization).
Development of concepts and packages of draft laws to transfer the medical procurement function from the Ministry of Health to international procurement organizations (UNICEF, UNDP, Crown Agents), and subsequently to the State Enterprise “Medical Procurement of Ukraine”.
Preparation of a number of legal opinions on specialized draft laws and regulations, in particular:
- Draft Law No. 7331 on business deregulation
- position on submitting a declaration for obtaining permits for the wartime period
- Draft Law No. 6544 on the introduction of a rational consumption model for natural resources and products
- Draft position on the collection and use of funds from the CO2 emission tax
As part of the joint efforts with the Ministry of Communities and Territories Development of Ukraine (MinRegion) and the Cabinet of Ministers, the experts prepared and provided justifications for changes in legal regulation in the areas of construction, spatial planning, ecology, critical imports, energy and other issues, in particular:
- a Government resolution amending the Procedure for approving construction projects and conducting their expert evaluation
- an algorithm of priority actions to eliminate the consequences of the armed aggression of the Russian Federation related to damage to buildings and structures
- on amendments to the Procedure for conducting inspections of commissioned construction projects
- licensing of construction projects
Preparation of a White Paper on the restoration and European integration of Ukraine
