Renewable Energy after July 1, 2013. Local Content Requirement

On May 17, 2013 Arzinger Law Office gathered representatives of the energy market of Ukraine at the round table “Renewable Energy after 1 July 2013. Local Content Requirement.” The event took place at Arcane Art Gallery (13 Desyatynna St., 44).

Wolfram Rehbock, Senior Partner at Arzinger and Head of its Energy Practice opened the event. Maryna Ilchuk, Associate of the same practice at Arzinger, presented an overview of changes in the legislation governing the energy sector.

New legislation on Green Tariff and calculation procedure for local content were analyzed by Oleksiy Orzhel, Deputy Chief of NERC’s Department for Combined Electricity and Heat Production. Besides, Oleksander Shevchuk, Chief Engineer, and Tatiana Laktionova, Deputy Director General of “Ukrainian Construction Expertise” LLC shared their experience regarding the matter.

Further, the local manufacturers of equipment and components for wind and solar power made a review of their production facilities in Ukraine. In particular, an overview of solar energy in Ukraine was presented by Oleksander Yudenko, Head of Solar Energy at “Quasar” PJSC and Volodymyr Komlach, Deputy Director of External Affairs at “Plant of Semiconductors” PJSC, Zaporizhzhya. Wind energy was the topic analyzed by Yuri Kozinski, Deputy Director for Operations, “Furlender Windtechnology” LLC, Kramatorsk.

The final part of the meeting was a constructive dialogue with the participants trying to understand the future market for renewable energy in Ukraine.
