ARZINGER contributed to the development of the draft Anti-Corruption Strategy for 2026–2030 by the National Agency on Corruption Prevention (NACP), focusing on the construction sector

The ARZINGER team:

-  analysed Ukrainian legislation to identify gaps and inconsistencies, as well as assess how permitting systems and public authorities’ powers function in practice

- identified typical enforcement issues through a comprehensive review of court decisions

- studied international approaches, including mandatory regulatory frameworks in EU countries, to determine which best practices could be adapted to the Ukrainian context

- reviewed academic research and investigative journalism to better understand key challenges in the sector

 

Based on this work and in-depth market analysis, priority areas for reform were identified, aimed at reducing corruption risks in construction.

 

The solutions proposed by ARZINGER are designed to improve regulatory frameworks and better protect the interests of both business and society.

 

The construction sector is one of the pillars of the national economy, yet also one of the most exposed to corruption risks. Addressing these challenges affects everyone — from the quality of the homes we live in to how effectively war-damaged communities are rebuilt.
