On February 21, 2012 the Parliament of Ukraine adopted the draft law No. 8569 regarding amendments to the Law of Ukraine “On Advertising” (on specifying the scope of the law, improving certain provisions regarding the terminology and general requirements for advertising, detailing the procedure for its dissemination by some means of advertising, specifying some provisions with respect to the specifics of advertising certain types of products, clarifying the obligations of public authorities monitoring the observance of legislation on advertising) on first reading. The Ministry of Healthcare of Ukraine (MOH of Ukraine) introduced amendments to the plan of activities for drafting regulatory acts for 2012. According to the amendments the draft order of MOH of Ukraine “On Amendments to the License Conditions for Business Activities in the Production of Medicinal Products, Wholesale and Retail of Medicinal Products” shall be elaborated and adopted. On February 23, 2012 the Parliament of Ukraine adopted the Law of Ukraine “On Amendments to the Law “On Basic Principles of State Supervision (Control) in the Sphere of Economic Activity” (as to non-application of the Law “On Basic Principles of State Supervision (Control) in the Sphere of Economic Activity” in the exercise of state sanitary and epidemiological surveillance, state quality control of medicinal products, and sanitary control). The new wording of the Instruction on the procedure for issuing documents certifying temporary disability of individuals, ratified by the Ministry of Healthcare of Ukraine as of 06.12.2011 No. 882 (Order No. 882), provides for a number of significant changes. Among them is the authority of private doctors and private clinics to issue sheets certifying temporary disability of individuals. At the same time, in accordance with Order No. 882 this service cannot be paid regardless of form of ownership of the public health institution issuing such sheet.
The Resolution of the Cabinet Of Ministers of Ukraine as of 11.01.2012 No. 74 “Оn Amendments to the Resolution as of October 17, 2008 No. 955 and as of August 8, 2011 No. 932” (Resolution No. 74) provides for a number of changes regarding registration of prices for medicinal products and medical devices procured by public health facilities that are fully or partially funded from the state and local budgets.
